Joytel BTOP Project
Joytel is a non-entrenched, young and entrepreneurial Florida based technology company with a proven track record of success and innovation.
One of the primary goals of the Joytel BTOP project is to create a very low cost 600 mile backbone transport facility with capacity for a large number of spurs to serve millions of Florida's citizens and multiple underserved and rural communities with affordable high speed broadband services.
Additionally, Joytel's network will further the goals of the Health Information Technology for Economic and Clinical Health Act (“HITECH Act”) and the ARRA to promote conversion to electronic medical records and ready transport and exchange of such information in the State.
Additionally, Joytel's Network Will:
- Be provided on a pure “network-neutrality” basis that will provide open access for a wide variety of providers and types of content
- Transform the City of Jacksonville from an Internet Tier-Two to a Tier-One city, thus stimulating significant technology-based economic development throughout the entire Northeast quadrant of Florida
- Be offered by a non-entrenched, young and entrepreneurial Florida based technology company with a proven track record of success and innovation
- Utilize in its design the reuse, recycling and repurposing of plant and equipment— making this a very low energy cost and green project for the State
- Donate significant transport, storage, and computing capabilities to both the educational and health care sectors, so significant to Florida's economic vitality
- Provide FIU, UNF and Flagler College (and potentially other educational institutions) with advanced research capacity on Joytel’s Broadband Cloud
- Deliver cutting edge 400 Gigabits per second transmission capacity now and 4 Terabytes per second capacity in the near future to the communities served
- Provide important public safety benefits to Florida's local governments and emergency service organizations in the form of real world survivability and route diversity—ensuring an uninterrupted flow of essential communications in times of greatest need
- Spur economic development and job creation in underserved and rural areas of the State that lie all along the proposed network backbone—by introducing this advanced technology infrastructure into such areas
- Be based upon a sustainable business model that is able to continue providing high speed broadband and related public benefits to Floridians long after initial construction
Public Safety Innovation
The wireless camera system Joytel has proposed offers advantages compared with a hardwired system. The cameras are more readily deployable and aren't subject to having their wires cut. Also, such a network is more scalable; extra cameras can be added or removed as needed.
The cameras can swivel and zoom in from hundreds of feet away with sharp resolution. Their images could be called up on police car computers or even on handheld devices given to officers.
The system proposed could also include a gunshot locator system. If a gun is fired, nearby cameras would turn to the sound and pinpoint the location on a map.
